October 2024 - Present

Independent Consultant for eSource Technologies, Inc.

West Mesa Educational Consulting researches migrant education topics, and delivers reports, slide presentations, and executive briefings.

September 2024 - February 2025

MEP Evaluation Community of Practice Project - RTI and the US Department of Education, Office of Migrant Education

Provided content expertise to the Community of Practice (CoP) of new State Migrant Education Program directors and other relevant staff, in order to engage in peer learning, explore best practices, strategies, and share resources for improving MEP Evaluation and the Continuous Improvement Cycle.

July 2023 -July 2024

Oregon Department of Education (ODE) Migrant Education Program (MEP) Comprehensive Needs Assessment (CNA) and Service Delivery Plan (SDP).

ODE sought assistance for the development of a Continuous Learning Cycle plan for its MEP, and the Research Triangle Institute (RTI) successfully received the contract for its development. West Mesa Educational Consulting provided technical assistance in the development of the proposal, participated in team meetings, provided technical assistance in the organization of topics for both documents, drafted language for both the CNA and SDP, provided guidance in regard to the legal requirements for MEP processes, and assisted in the development of concern statements, need indicators, need statements, strategies, and measurable program objectives.

July 2023 - February 2024

MEP Processes and Improvement Project - RTI and the US Department of Education, Office of Migrant Education

Provided content expertise to the Community of Practice (CoP) of new State Migrant Education Program directors and other relevant staff, in order to engage in peer learning, explore best practices, strategies, and share resources for improving MEP funding strategies. Topics included 1) Data Collection and Use, 2) Service Provision for Out-of-School Youth, and 3) Program Monitoring.

March 2022 - June 2022

Three-Year Strategic Plan for Northern New Mexico College

Provided consulting services to Northern New Mexico College by creating a three-year strategic plan for the El Rito campus. Addressed priorities of the college’s administration, communicated regularly with internal and external stakeholders, and created a plan that addressed 1) Revitalization of the Trades Programs,

2) Establishment of partnerships with the Alumni Association and El Rito Arts Association, 3) Expansion of the partnership with Resilient El Rito Microgrid Project, 4) Establishment of an economic development plan, and 5) Revitalization of the campus. Provided logic models for the plan’s five priorities and a GANNT chart detailing the project’s schedule for tasks, costs, and lead personnel responsible for implementation.

January 2021 - Present

US Department of Education Discretionary Grant Panel Reviewer

Providing discretionary grant panel review services, specifically to the Office of Migrant Education and the Office of Safe and Healthy Schools.

July 2020 - August 2021

Grant Proposal Development for Research Triangle Institute (RTI) and STG International.

Provided expertise and recommendations for proposal modifications for the Interstate Coordination (RESULTS) Services and Website Contract proposal, and the proposal for National Technical Assistance Center for the Education of Neglected or Delinquent Children and Youth PWS.
